Being Super Saiyan isn't really strength related since kid Goten and Trunks in the Budokai are waaaaaay above Future Trunks when he first appeared and everybody was shocked they could use the form

That's true, but maybe only the good 1s can become Super-Saiyan, but not all good 1s can become Super-Saiyan, if that makes any sense.

But that's their regular-state, though as Super-Saiyans they'd sure think they'd be invincible.

But yeah, in regards to Trunks' statement it seems to just paint the image that the cyborgs are above Super Saiyan tier moreso than the fact that becoming Super Saiyan is impressive. Piccolo says a similar thing about Future Trunks as a Super Saiyan being knocked out with ease, and the rest of the group lumping Trunks, Vegeta and Goku together as the top 3.

I'd still like to think Future Kid Trunks is above Freeza. I think it makes sense.

Maybe Imperfect Cell would be a good opponent for Goku in terms of strength.
