Freeza has a very small advantage, but Raditz seems to have a considerable amount of experience on the battlefield, since he wiped out planets along with Vegeta and Nappa, and he is also a Saiyan, which means he will have a lot of determination, durability, stamina, battle prowess, etc...so, factoring everything here, Freeza loses after a hell of a fight.

Using a x4 boost for SSj2, Raditz obviously wipes Freeza with out with a uncharged ki attack.

Same as HUEBR_Tapion. Raditz is very slightly below Frieza but he's more than close enough to take this.

I think Freeza wins because he's a good fighter than Raditz IMO.
