It shouldn't really be much of a surprise. Most super popular and long running shows (DBZ, Naruto, One Piece etc) get away with garbage animation at times (or most of the time...) since they're popular enough and they have the excuse of having to animate so much content that the budget runs thin at times. Well, it might be a bit harsh to say "excuse" but it is what it is. People often forget that even DBZ had terrible and inconsistent animation back then too. Not quite to this degree, this is kinda something else I'll admit, but yeah. Throw in the fact that we're dealing with Toei and you've got a wrap...

EDIT: Not that this is acceptable or anything. The animation quality here was just really bad, and it happened really early on. But surprising, it should not be.

Yeah, we had this in the past so many times. Not much surprising.

Its just that people were hyping this up for seeing DBZ as a show after 20 years, and then we get this.

There is an article that also said that, supposedly, many anime animators only make $9,200 a year. I thought that was ridiculous (and depressing at the same time).
