Hey thanks. Well... My basis for that is Piccolo considering his ki to be monstrous (mind you, I need to add Piccolo to the list there), and I consider pre-Nail Piccolo to be ~300k. Perhaps Freeza's resting ki was a lot lower?

While he's established to be far beyond everyone else, he's still kinda taken lightly. Goku is even surprised that Vegeta thinks he isn't capable of fighting Freeza yet. Vegeta also detected him on his scouter, though there was no reading. Something just tells me he was a lot lower.

Goku can bust a Kaioken x10 which would surpass Freeza's first form.

Oh, that makes sense. I was just about to ask how strong you thought Piccolo was after Kaio's training.

Piccolo does indeed consider Freeza a monster. He also tells Nail that he's on his way to "save those brats" or something along those lines while Freeza's in the middle of his power-up. With that, I think somewhere around less than half of Freeza's full-power would be better for his resting level. Maybe around 200k or so?

Of course. But the way Goku seems unsure about Ginyu upon seeing him and his chances against Freeza, I'd say he likely wasn't thinking of that.

He only seemed unsure of him without using Kaioken. Ginyu even expresses he was holding back for his fight with Freeza, which tells us that Goku certainly is saving it for Freeza.

Even 1.25 is a bit too small SSJ. 1.3 million should be the minimum imo. You gotta give something real close to 1.25x for a power up such as that, you could possibly give far more honestly.

But Goku was impressed that Vegeta thought he cannot win... Vegeta did not know that Goku could put up a 10x Kaioken.

That whole situation with Kaioken and Vegeta is weird. Goku was able to keep up, but Vegeta was just a step ahead of him. I think the gap is close.

Also, the manga makes it clear that he hit 8,000 first, and then continued to power up for a little bit.

I'd raise Dodoria, Beautiful Zarbon, and Monster Zarbon. 19.5k seems too close to Saiyan arc Vegeta, and and by raising Dodoria I'd also just have Zarbon noticeably above him.
