Tambourine should probably hold a decent or large advantage in power, considering him oneshotting Kuririn without meaning to (even if you factor in Kuririn likely having some fatigue) and being referred to as several times stronger than someone who Goku seemed impressed in Yajirobe easily killing. If Roshi can make the best of his good moveset such as the Bankoku Bikkuri Sho and Yoiko Minmin-ken whilst keeping Tambourine at a distance though, he still has a chance at overcoming him through superior technique. Karin did bring up Daimao being able to kill Roshi as a means of showing how Goku would be helpless despite Roshi being far weaker than Goku, making it evident how revered Roshi's capabilities still were.

Yes. Roshi makes it apparent that Tournament level Goku has surpassed him and is later shocked that Tenshinhan could track Goku's speed.

Not to mention OP specifically this is “suppressed” Roshi. Tenshinhan noted neither of them got to go all out in their match.

Roshi couldn't keep up. After viewing that display from Goku he was already pretty sure that he had been surpassed.

As for Tenshinhan, it's made apparent that he wasn't going all out in his match against Goku. He held a sizeable lead over Tournament Level Goku but was swiftly beat down after Goku engaged his Combat Level. After getting excited by the challenge, he managed to fight Goku nearly evenly, showing he could take his power to another level.
