I think they're close in strength, but I'd be more inclined to put Tambourine above match level Goku than I would Roshi (who's probably only rivaling said power)

I'd be inclined to say Tambourine. Roshi was slightly inferior to Match level Goku, and Tambourine being stated to be several times stronger than someone Yajirobe considered strong seems to be a good indication of his relevance. I also can't imagine Roshi killing Kuririn without meaning too.
