They are pretty close. Roshi is a better fighter so i'll give him the win.

Hard to say. Goku implied that hunger was a multi-fold factor to his loss against Tambourine, yet Yajirobe's reaction seems to suggest Tambourine's beatdown is something that 22nd TB top tiers couldn't do easily. Still, I'd have to give this to Roshi if, due to nothing else, for having a superior enough arsenal of techniques to take Tambourine down.

Good fight. I generally have them around the same power. Roshi said Goku ( full Match level ) is probably stronger than himself. Therefore a full power Son Goku should be considerably stronger than Roshi in the 22nd Budokai. I think Goku would defeat Roshi with the same ease he did against Tambourine. I like to place Tambourine equal to Goku ( full Match level ), that is, slightly stronger than Roshi, but still considerably weaker than a full power Son Goku. I'd give this to Tambourine after a very hard battle.

Tsuru - 660
Roshi ( vs Tenshinhan ) - 700
--- Full Power ( unseen ) - 800
Tambourine - 833.333333333
Son Goku ( full Match level ) - 833.333333333
Tenshinhan ( full power ) - 980
Son Goku ( battle level ) - 1,000

IMO, Battle Level Goku one-shots Roshi, something Goku failed to do against Tambourine despite putting all of his effort into his attacks. Piccolo also said that Goku was the strongest human he's ever fought and I doubt Goku got a Zenkai after the 22nd. He might have gotten stronger from having such a good fight like he did after fighting Roshi but I doubt it was a big increase so Mutaito is at most equal to 22nd Goku and Young Roshi (who is much stronger than 22nd Roshi) is under that level so the gap between Goku and Roshi should be pretty massive.

Goku (@King Piccolo) > 22nd Goku ~ Master Mutaito > Young Roshi > Tambourine > Match Level Goku > 22nd Roshi

It's an option after the release of the namek arc but i personally don't do it because it likely doesn't follow the established ideas of that time.

His heart temporarily stopped and he couldnt perform the basic feat of climbing the tower which he'd done in the RRA arc... so yeah, probably. If anything he was closer to death than Vegeta was after Recoom kicked his ass.
