Death Beam cannot pierce through something it is inferior to. That's not how typical piercing effects work. The blast itself still needs to be on par with the opponent.

Other than Kienzan, show me an example of a piercing effect working on something much stronger. Besides the Blue Goku debacle of course.

That seems to contradict the manga though. Saibamen at 1,200 are stated to rival Raditz. 1,500 would put that idea out of reach.
