I doubt Tsuru-sen'nin ever saw Tao go all-out. Very rarely, so he just saw Tao one-shotting normal people.

I think it was honestly just a plot device to build tension. Unless are gaps are nonsense anyways. But I guess the best way to explain it is that Tao was so ahead of everyone he never trained but his reputation just stayed the same. He got lazy for decades and his power dropped of. It clearly happened to Roshi and Crane. So makes sense. I mean the dude was killing people with his Tongue. Dat is straight up OG.

Good point, that definitely does suggest that Tao was a monster back in the day. When is it confirmed that Goku could beat Tao, not until he's fighting Tien correct?

Yeah, it's when he's using his Match Level. Makes me think Prime Tao is around 22nd Roshi level or so.

Match Level Goku is getting up there quite a bit too, so that's possible. Match Level Goku is probably not terribly far off from Prime Roshi, Tsuru, Matiato and such. I can see that.

That seems to be the general hierarchy for elite human power for hundreds of years.

Eh, depends on gap between Match Level and Battle Level Goku. Roshi still implies he was > Battle Level Goku in his prime, but the gap shouldn't be too big.

That whole Match Level, Battle Level shit doesn't make that much sense anyhow. Match Level with superspeed vs Match Level is a blow out. The whole topic doesn't make sense.
