Chapa-o appeared to show Goku's progress over the 3 years, how does it make sense for him to be lower than Tao-Pai-Pai, who Goku could already defeat with some difficulty 3 years ago, then? At-least he could be on-par with post-Karin-training Goku, in-order for us to see Goku's progress, or else that doesn't make sense. From a story-telling perspective that makes no sense. Tao-Pai-Pai was someone who could barely put up a fight against Goku 3 years ago, to get stomped by an even more trained Goku doesn't seem to be all that impressive. He could be, like I said but I also think it'd under-mine the reason for the fight even happening. Goku's progress was supposed to be magnificent just by looking at the fight, to go from almost stomping Tao-Pai-Pai to stomping him doesn't seem all that great of a progress, at-least to me. We also have the statements and the way the fight is shown.
