Can they catch him?

Team Rocket has access to any six Pokemon from their history of the anime, and they can use their Pokemon in any way to catch or disable Bubbles. Battle takes place on Kaio's planet but with no added gravity.

I don't think any of them can catch him, even if they use attacks.

Since Bubbles is faster than post-Snake Road Galu who is probably at least 500, they don't have a chance. Maybe they play it smart and lure him with bananas and momentarily stun him with a smokescreen or Mime Jr.'s psychokinesis (which would probably work for like half a second at most)
