Didn't Goku say he could've beat Tambourine if he was at full power? I believe that was before his zenkai (or what I believe to be a zenkai), so Goku >= Tenshinhan >/>= Tambourine.

Tenshinhan wins.

Yeah, he also said it in a way that made it seem as if Tambourine wouldn't be much to him if he was at full-power.

Yeah, Goku implied that he would defeat Tambourine rather handily. TBH, I would put it at a 1.25x gap. Same goes for Tenshinhan vs Tambourine.

Ten wins almost easily as Goku IMO.

Tambourine is ~80% of Goku and ~81% of Tenshinhan. Tenshinhan wins with ease.

Goku does suggest he can handle Tambourine with ease, which makes the zenkai less likely here.

Roshi isn't even this far behind. I'd have it something like this.

Roshi > Tambourine > Tsuru
