Hard to say. It's suggested Yuzun ought to be above pre-Merus training SSJ Goku from him having superiority over two prisoners that clashed evenly with SSJ Goku and Vegeta, though whether this applies to the other significant members of Saganbo's group is debatable. If so, I'd say Tenshinhan takes this.

Another point to consider is that the Magetta from Universe 7 seemed to have some superiority over Tenshinhan due to its toughness. But why didn't Tenshinhan throw a Shin Kikoho at him?

The Shin Kikoho is very draining on Tenshinhan's life force and not really something he can spam whenever he feels like it. Tenshinhan had yet to be pushed by Bikkura Koita to the point it was necessary.

So Tenshinhan was on Piccolo's level (Start of the Arc Moro).

The only drawback I have with this is that Tenshinan would be stronger than OG73I. OG73I must still be inferior to Piccolo (Weighted) at the Beginning of the Arc Moro, otherwise he would have copied the power of someone inferior to him.

It sounds a bit strange to me that many Yuzin men, surpass OG73I, the best man in Saganbo.

What do you think about this?

You bring up a fair point in that it's possible Piccolo was far stronger than at the ToP even before his main training gains. That, or the members of Saganbo's group that didn't directly partake in attacking Goku and Vegeta weren't given as great a share of Moro's energy.

It could be: Piccolo (Start of Arc Moro)> OG73I> Goku SSJ (Start of Arc Moro)> = Tenshinhan.

I honestly think that Tenshinhan didn't progress that much.. I peg him at still way weaker than Piccolo. Could be that I haven't been as watchful to some power scaling details though.
