Krillin
He became Master Roshi's apprentice with the impure motive of becoming good at martial arts and becoming popular with girls. He is now a fine martial artist who fights to protect the Earth from the Saiyans and Frieza. Unlike Goku and Tienshinhan, he is supposed to be an ordinary human being, but his strength is at superhuman level. He is Goku's best friend. By the way, the dots on his forehead are from after acupuncture.

This book was released just before Gohan and the others faced Freeza on Namek. It has interesting tidbits about the characters at that point. Here is a direct comparison between Tenshinhan who isn't an ordinary human and Krillin who is an ordinary human. Tenshinan isn't an Earthling and he isn't included in the "Krillin being the strongest earthling". This book was made by Toriyama himself.

You miss the point. The reason why Krillin > Tenshinhan is even a thought is because he is stated to be the strongest Earthling. This book proves Tenshinhan isn't an Earthling as it compares him to even Goki as an alien. Also, this Krillin is covered as after his power up by the Eldest.

Krillin gave up martial arts after Cell Games and Tien never stopped training. He also spent time w/o a body after Freeza killed him so no afterlife training. He might have passed Tien after the potential unlock but eventually he caught back up and passed him again.

That's my head cannon at least.

Yea Super and later AT interviews seem to confirm Krillen as the strongest, so it's probably all moot.

He isn’t an “ordinary human”, but he’s still an earthling. This is no different than Daizenshuu 4 saying he descends from aliens but still calling him an earthling.

When Toriyama was asked about Tien’s third eye, he said it had to do with enlightment and spirituality.
