Tenshinhan should absolutely be stronger than Krillin. He was the clear strongest human throughout all of Dragon Ball and it wasn't even close. He then trained with Kaio for a year and somehow ends up weaker than Krillin who did nothing but get molested by Guru.

Idk what Toriyama was thinking with that.

Relevance = power. Tenshinhan got faded away and it made no sense to keep him stronger than Goku’s best friend who’s always on the frontlines.

I think Toriyama only switched on Tien during the Boo Saga, which kinda makes Kuririn’s superiority a retcon. Tien had big dog vibes in the Cell Saga, but nothing concrete.
