The word is a little strange on this... Did AT forget Tenshinhan saw Goku as a SSJ in Trunks' debut?

You can’t look me in the eye and say Tenshinhan would be like “meh, seen it before” when sensing Goku’s power here. Tenshinhan is just showing awe before Super Saiyan power once again. Toriyama didn’t necessarily forget, it’s just bad dialogue.

For what the anime is worth, the Steve Simmons subs translate it as: "What a Ki! Can his power really be this great?" Assuming there was no actual script change from the manga to the anime, this pretty much confirms Sick Goku > Post-Yardrat Goku.
