Huh. I didn't realize that the Herms translation said it like that. However, even discounting their exchange of punches, Nappa saw Goku escape from his initial attack, and Goku, at that point, didn't have any reason to not use his full speed. Nappa is considered tough, not powerful, by Goku's own admission.
