The Kefla case (Manga-only)

...I'll actually try and defend the writing for Kefla's power, who is seemingly weaker than her anime counterpart.

For the defense, I'll only take into account explicit statements, informations, and feats taken from the manga. No headcanon, and no assumption.

* First of all, one should keep in mind that unlike her anime counterpart, Caulifla only has access to her SSJ form. Kefla was only Omen-tier thanks to her SSJ2 form. In the previous form, she's SSJB-tier at minimum (Champa/Vados statements, the fight against a weakened Goku Blue) and above Genki Dama at maximum (Whis statement). In the first case, having Gohan being capable of fighting her off wouldn't be much of a stretch.

* Second, while Kale is definitely stronger than her anime counterpart, is she really as powerful as people make her out to be ? I mean, Kale's SSJ form was mainly capable of assaulting Golden Freeza with her rapidly increasing power, because he was caught off-guard by how strong she actually was.

It's made clear by two of his quotes from chapter 37, page 35-39

"Hmph. I'll say it again -- Super Saiyans no longer surprise me..."

"What's going on with her? I've never seen this breed of Super Saiyan."

Afterwards, he says that he could have handled Kale if he were to take her seriously. While Freeza is quite arrogant when comparing himself to others, he has never lied about how much power he was holding back. In fact, right before Goku appeared to take on Kale, he was smugly smirking after finally realizing that he wasn't dealing with the average Super Saiyan anymore, despite getting beat up earlier. Therefore, this statement must be taken into account

Kale's power did allow her to briefly break Goku's guard, but he was otherwise unharmed. After transforming even further, Kale also briefly caught both Toppo and Vegeta off guard and knocks them aside...but they were otherwise unharmed.

Therefore, how strong Kale actually is at her peak is debatable.

* Third, and what's probably the strongest argument, is the fact that both Caulifla and Kale were weakened before the fusion.

Caulifla is a SSJ-tier character who got beaten up by Freeza for several pages. On the other hand, Kale's power drain was such that even Pride Troopers' coordinated efforts were enough to handle her and nearly ring her out. You know, the same guys who couldn't even handle SSJ Goku...goes to show how much power she has lost at this point. So in the states they were before fusing, even SSJ Goku could have handled Caulifla and Kale by himself.

The previous arc has shown that the physical condition of both users (aside from their full power) does matter: after spending several pages getting beat up by Merged Zamasu, Vegetto ate a senzu bean to recover his full power in order to take him on.
Even earlier, in Boo arc, after Boo absorbed Gohan, Goku didn't consider Tien as an option because he was out cold. And all things considered, that's quite obvious: it has been established for quite a long time that injuries and fatigue directly affects one's power level, which is the deciding factor on how powerful a fusion would be.

Neither Caulifla or Kale has received healing between their fights and the fusion so basically, that was a fusion between two SSJ-tiers. That means Kefla wasn't nearly as strong as she would be in normal circumstances.

She still must be at least above Kale, though, as Kefla and Kahseral were both amazed by her power. Plus, Vados suggested that she might be unmatched on the ring (making her definitely the strongest U6 fighter). To be honest, it's quite impressive that their fusion got as strong as it was considering the circumstances. I mean, it took all of Gohan's power just to be capable of matching her. Goes to show that Old Kai wasn't kidding when he said that Potara fusion was the superior fusion.

Quite a good analysis. It's also worth noting that when PSSB Goku was fighting Kale, his expressions seems to note he wasn't taking the fight completely seriously.

I would argue against Kale's fatigue weakening the fusion, however. It may very well be possible that the constant rise of Ki from LSSJ combined with the less flawed usage of SSJ may have resulted in Kefla having her stamina brought to it's peak from the start. After all, the manga often goes out of it's way to have characters such as Whis blurt out constant exposition (eg. pretty much narrating every part of the power chain in the Goku VS Hit fight), yet neither Vados or Champa ever made mention about how things may have been different had Kale not been fatigued.

That can still however mean Kefla wasn't at her highest potential peak, since Kale's power was depleting even without the getting beat-up by the Troopers.
