When I speak of Earthlings... I mean pure humans that achieved their strength through natural means and not through mechanical enhancements (#17 and #18) or gained their powers due to being direct reincarnations of non-human beings (Oob):
1. Kuririn
Ever since Krillin had his potential unlocked by Guru, he has been a lot stronger than Tien making the strongest human and has most likely remained so throughout the rest of the series. This status has been backed up by word of God and Yamcha during the Boo Saga.
2. Tenshinhan
Right from his debut to the Saiyan Saga, he was always a lot stronger than Krillin or Yamcha... partly because he's got ridiculous potential but also because he takes his training more seriously.
3. Yamcha
Despite his bad luck, Yamcha still consistently ranks as among the stronger non-Saiyan allies to Goku and was always up there Krillin prior to the young monk unlocking his potential
4. Muten Roshi
Under some freaky circumstances, Muten Roshi's strength ever so dramatically compared to the time we previously saw him in action... to the point where he can go toe-to-toe against Freeza's men. Did much better than Jaco did.
5. Chaozu
Hard to say who's stronger between him and Yajirobe because both were fodderized quickly after their debut but since Chiaotzu actually seems to take his training seriously so I felt it he had to be higher.
6. Yajirobe
He trained alongside the other Z-Warriors under Kami and had surpassed god himself but he's also rather lazy so it's doubtful he ever get that strong.
7. Chi-Chi
A finalist of the 23rd Tenkaichi Budokai (the most decisive year of all) and putting up a more impressive fight against the suppressed Weighted Goku than King Chappa. Her level of skill was also noted by Muten Roshi who noticed her style resembling his Turtle Hermit style.
8. Master Mutaito
Mutaito was Muten Roshi's master (now deceased) and he, along with Roshi and Crane Master during their primes, was implied to be even stronger than Goku was during the 22nd Tenkaichi Budokai.
9. King Chappa
Was used as a measuring stick for Goku during the 22nd Tenkaichi Budokai but he improved massively for the next tournament to get Goku back after that humiliating loss only to be used as a measuring stick again. However, he is clearly a highly-trained master so he can certainly make good gains.
10. Crane Master
Up until his fight with Jackie Chun, Tien was convinced Tsuru-sennin was the strongest fighter out there despite being shown time and time again that the Turtle School fighters weren't just weak nobodies as well as knowing Goku and Chun definitely put up a better fight than Yamcha.
11. Grandpa Gohan
Even though Gohan admitted inferiority to Goku and gave up, he still fought Goku into a stalemate which more than what Tao could do to him in their second match.
12. Tao Pai Pai (organic)
During the Red Ribbon Army arc, he was known throughout the world as the #1 assassin and with a skill level so frighteningly high, he killed General Blue with just his tongue. He was also the first opponent completely outclass Goku during a fight... so much that even after Goku trained with Korn, he still managed to put up a fight.
13. General Blue
As the only member of the RRA that was actually a match for Goku and Krillin, he easily dominated the latter in a fight and went toe-to-toe with the former. He lost in the end, however...
14. Namu
Despite his poor life condition in his homeland, Namu proved quite strong as he countered Goku's Zanzoken and fought almost on par with the boy. In fact, he probably would have won if it wasn't for his naturally high resilience.
15. Gyumao
Not much is known about Gyumao strength-wise other than the fact he was widely-feared across the land, but he was Muten Roshi's #2 pupil so that must put him above non-superhuman fighters.
16. Bora
Again, not much is known about Bora strength-wise but he has incredible muscular strength as he bounced bullets with just his body and threw Goku & Yajirobe at incredible heights. It's debatable if he's really superhuman or not.
17. Pamputto
He was suggested by Jackie Chun to be the human body at it's strongest without the assistance of ki control but he seemed like a weakling to Goku and Krillin despite his reputation as he was only someone would seem superhuman to most people and not truly superhuman like the Turtle School or Crane School fighters.
18. Videl
Even though her old man is the star, Videl managed to surpass him strength-wise with just self-taught martial arts... at least according to Gohan and she managed to get a hold of ki control/bukujutsu in just 2 weeks showing she could've gotten really strong under the right circumstances.
19. Mr. Satan
Mr. Satan and his strength may be a joke in context of the story but still compared to the average fighter, he is quite a beast in his own rights. Claiming the championship of the Tenkaichi Budokai (when no super-strong fighters were participating) and becoming a strong sensation, his ego became increasingly inflated leading to him learning of the secret and very harsh reality that are people stronger than him.
20. Farmer
He is supposed to represent the average human with a mere power level of 5.
21. Bulma
Though having incredible brain power, she doesn't have much physical power or any fighting skills outside gag scenes. Being a female who doesn't seem to do much physical labor, it's only natural she would be below the farmer.
Took me awhile to get this done but I satisfied with the results and hope you are as well. Any thoughts...?
