Kid Boo was basically messing around the entire time. He wasn't serious. Even at EOZ, Goku was still losing!

Gohan was still regarded as being in his prime during the Beerus Arc. So he is presumably, still has his Ultimate form. However, by the time Freeza shows it, it probably makes the most sense that he lost it, along with his Super Saiyan 2 transformation. He could barely become a Super Saiyan, so having Gohan around his strength during the Boo Saga probably makes the most sense.

The Manga makes it pretty fuckin' clear that Gohan was a Super Saiyan against Dabura.

Maybe Gohan was still somewhat pissed off about Videl being nearly beaten to death and this gave him that extra push that he needed to tap into Super Saiyan 2. Other-wise, Teen Gohan simply wanted a good fight, and he knew that SSj2 would be too much to fight Dabura with. This is implied when Kaioshin suggests that they all fight together, but Gohan quickly intervenes and says that it is his turn to fight. His characteristic traits would typically disregard this type of behavior, but it still occurred and he is still a Saiyan.

Dabura is stated to be around Cell, then Goku says that he is a lot stronger than he thought
Dabura is at least FP Cell tier, and not even FPSSJ Gohan would be capable of fighting that, let alone a ''far, far weaker'' Teen Gohan.

SSj2 makes more sense. Story > Art.
It's also what Daizenshuu 7 goes with.
