The Super Kamehameha Multiplier increased between the Saiyan Arc and the Android Arc?

Initially due to Piccolo's statement calling Cell's Kamehameha pathetic for having used Goku's cells from the Saiyan Arc, it makes us believe that the Super Kamehameha Multiplier grew a lot.

But now that I look at it again, it seems that Cell didn't watch the fight against Raditz and instead saw the fight against Vegeta and Nappa. In that Arc, Goku uses the Kamehameha twice, once against Nappa (an uncharged Kamehameha) and another Kamehameha using Kaioken x3 and x4 against Vegeta and due to the tension he had, the Kamehameha Multiplier was very small.

Could it be then that Cell's Super Kamehameha against Piccolo had the same small boost that Goku's Super Kamehameha Kaioken x3 had?

If you read or super literally, it sounds like Cell's first Kamehameha was the same power level as the one from the Saiyan Saga. Fans rightfully think this is odd, so we interpret it differently to make more sense in the broader context.

It does make some sense that relative multipliers can increase, so I think it's fine to interpret it that way.

It shouldn't matter which Kamehameha Goku used against Nappa. Cell literally is Goku from that arc and should have the same capabilities.

Cell's Kamehameha can still be above Piccolo. It's not like Piccolo is taking the attack off guard, he can amplify his own defenses with Ki which he can amplify much higher than Saiyan arc level amplification.

I think for the Arc Android, Goku improved his Kamehameha.

Logically the Super Kamehameha should be stronger than Final Flash, but the Final Flash amplification is so high that I always end up having it stronger than the Super Kamehameha.

Nothing wrong with it, probably makes sense for Goku to train his KHH in the 3 year gap.

How do you think FP Cell takes a KHH from MSSJ Goku?

FP Perfect Cell? Seemed like a pretty massive power up compared to his prior suppression levels. I doubt Goku would destroy half of his body if Cell was at full power and ready for the attack.

We aren't given an exact level for initial Gingertown Cell, so he could possibly be weak enough that Piccolo is stronger than his Kamehameha.

in my opinion Gingertown Cell is near Vegeta's level, which would make his Kamehameha stronger than Piccolo.
