Depends which version of the Powerpuff Girls we're talking about here.
1998 versions are Island level with FTL speed, so they probably solo Part 1 by wearing down the top tiers like Goku and Piccolo, though get stomped when entering Z by either BoZ Piccolo or Raditz.
The anime "Z" versions of the girls are a bit more hazy in categorisation. The strongest variants they showed were Multi-Continent level with Relativistic speed, making them fare more or less the same as their 98 counterparts. Their Dynamo suit selves have basic combat ability and time/space travel, but they're not fully designed for combat and likely don't have their abilities stack on top of the previously mentioned variants.
The 2016 reboot versions are Building level with Hypersonic speed. 1 V 1, they lose to General Blue and working together, they'd be lucky to even get up to Tao Pai Pai.
