It's not. His scouter just isn't working properly. We have to bypass some of Gero's statements because Toriyama can't do math so his characters say weird things regarding math at times.

Gero would have to increase his power by about 1% to go from being clearly inferior to Super Saiyan Vegeta (Estimated) to being at least equal to him.

Yeah, math wise you can argue SSJ is 5x in the Androids Saga. But we know overall that won't fly for the entirety of the series so we just gotta disregard it.

Sure, but I mean, what's the expectation? Toriyama is writing by the seat of his pants and he's made it this good, there's bound to be some issues here and there. It's very minimal.
