The most he stated he could do was destroy the Galaxy, with the statements about him destroying the universe being in reference to him doing so over a significant period of time and in other words, meaning about as much as Goku stating in the anime the entire universe could be destroyed if he didn't beat Freeza.

The most we've got as far as solid scaling goes is Popo stating that an Evil Dragon of a previous era destroyed the galaxies nearby to it, which at best puts Super Yi Xing Long on Multi-Galaxy level.

Indeed, in the scan Kenshi posted before, though the positioning of it seems to imply its only referring to Yi Xing Long, reinforced by his bio in BT3 stating he can destroy a galaxy in one blast whilst not offering the same courtesy to Si Xing Long.

I see. But isn't destroying a galaxy kinda underwhelming considering that, iirc, Kid Boo could destroy galaxies in the anime?
