Nowhere in Goku's speech to Gohan suggests that Gohan needed to get angry. Goku's speech to Kid Gohan is different than the one that Goku gave to Teen Gohan before he fought Dabura. Goku makes no gamble here. He blatantly states that Gohan can unleash his full power and that the only thing holding him back at this point was not his rage, but his self-doubt. Gohan was already enraged which is already evidenced by Gohan's state as a Super Saiyan 2.This doesn’t mean what you think it does. It’s possible Gohan never achieved full power again and was only able to unleash a full powered blast as well as well as the option his rage is what allowed him to restore himself temporarily to his full power.
If Goku and Vegeta lost 30% of their power, they can only access 70% of their power.
Piccolo undoubtedly lost power after losing his arm against Raditz, yet he was able to muster another full power blast, yet not another.
Your understanding of how these events transpired are crucial to this discussion where I find plenty of issues here to counter your premise.
You're conflating ki with power. Power refers to the user's current battle power whereas ki refers to stamina. There is no 1:1 relationship between the two. Otherwise, you're asserting that a user's battle power drops after throwing a ki blast. This is proven not to be the case. Your example with Piccolo actually goes against you because Piccolo was evidently at full power after his battle with Raditz given that he displayed a higher reading than the one Raditz gave him initially.
