Kale stomps. I have her at SSJ3-tier, perhaps more. #17's feats in the Tournament of Power puts him at SSJ2-tier at best.

Yeah I don't think 17 is even at SSJ2 tier, at best he's equal to the suppressed SSJB Galu that Kale stomped if he is.

#17's power seems all over the place. Dende refers to him as being quite the terrifying foe for Goku if he were to turn evil, implying he's SSB tier, yet all his feats have been barely more than Base Galu can accomplish. I'll give him the benefit of the doubt and say he hasn't really been trying against his opponents until we actually see him face someone notable or get beaten.

At bare minimum, he's above SSJ Galu and gets stomped by Kale. At the absolute max, he beats Controlled Berserk Kale. We'll need some more solid evidence before we can determine just how strong he is.
