Toriyama-san did Oolong dirty at the 23rd Budokai

Final few pages before the pre-Z timeskip. Kami says (I'm paraphrasing) that he should've died a long time ago as he's brought hardship to the world. Roshi responds that Kami's dragon balls brought together those at the tournament. It shows the characters who are present in flashback panels - Goku, Bulma, Roshi, Turtle, Yamcha, Puar, Krillin, Launch, Tien, Chazou, plus the non-present characters Yajirobe and Korin - so where the fuck is Oolong?!
The top of his/eyebrows/ears are visible in the page's top panel, so he's at the tournament. It's also missing Chi Chi, but that can be explained by her not much being part of their adventures or helping to make the characters stronger, but that doesn't apply to Oolong.

Toriyama should have drawn a panel with Goku, Bulma, and Oolong together, instead of just Goku and Bulma, even if the story started with the four star ball.
