Innocent/Good Majin Boo

This fat form of Boo is the first version of the character that appears in the series. But the annoying thing about this form is that it’s technically two forms in one. There’s the initial Boo who comes out of the ball and fights with Majin Vegeta and SSj3 Goku (labeled “Innocent Majin Boo” by the daizenshuu, but more on that later). But once this Boo expels his evil half, he becomes “Good Boo”, who later changes his name to “Mister Boo” in the manga. Innocent Boo and Good Boo look exactly the same,

All Piccolo did was hit him a few times and play around with him. He wasn't serious at all.

17 should be definitely superior. In every Dragonball related material it always refers to Androidsd 18's power as suppressed in comparison to Android 17.

Semi Cell punched Vegeta, staggered him and made him bleed.

If the above gap is 1.25x than this gap works well

0-10% gap - Close enough for either fighter to win. Though the outcome of the fight will lay on the stronger fighters side more than nought.
10-15% gap - Ensured victory for superior fighter. Though technique can still make a difference (See Perfect Cell versus Goku Mssj).
15-20% gap - Ensured victory for superior fighter. Technique is no longer a factor.
20-25% gap - Stomp range. The stronger fighter can now tank the weaker fighters punches, but he'll be staggered and blood will be drawn. (See Semi Cell versus Vegeta SSjG2 or Android 19 versus Vegeta SSj)
30-40% gap - Kaput. The stronger fighter can now tank the weaker fighter without drawing blood. However, they will still be moved from physical attacks. (See Goku SSj3 versus Innocent Boo or Perfect Cell versus Vegeta SSjG2)
50% gap - The stronger fighter can effortlessly tank any physical or Chi attacks without moving. (See Imperfect Cell post versus Kamiccolo)

I've got Monster Zarbon & Vegeta at a 14% gap. So it fits perfectly.

I no longer follow the guidebooks. Trunks was never serious against Yardrat Goku and Goku even knew that. We don't know what would of happened if the two fought seriously.

It's a common fact that Cell had increased his speed once Goku used the IT, he even states it. Yet Kid Gohan can dodge all his attacks so Cell goes all out in speed.

Jheese: "Hey, hey, Vegeta's battle power has risen up close to 20,000!" [original line]
Jheese: "Hey, hey, Vegeta's battle power has risen up close to 30,000!" [Kanzenban line]

There is no reason for them to have weakened since the Saiyan Arc.

Who said Gohan was that strong in the Saiyan arc? And that ~1,500 power level was for weighted Kuririn, so you could have Kuririn (w/o weights) stronger than that.

Recoome's way much more devasting, gave Vegeta a flash KO and sent Vegeta way further back. If Vegeta is 75% of Recoome, so Gero should be 80-83% of Piccolo IMO.

Gohan was at least comparable to Kurririn, even in his suppressed state. And because Saiyans tend to rapidly increase in battle power it's not an outlandish claim that he would surpass Kurirrin by the time they arrived on Namek.

Additionally, Gero couldn't even detect Piccolo's movements whereas Vegeta at least reacted to Recoome. The Piccolo and Gero gap is larger.

When did Vegeta detect Recoome's movements. Don't you think Recoome's knee is way more devasting? Besides this, Recoome is not even trying so hard as Piccolo. Recoome's face shows he is not exercising that much effort.

In the scan that you provided, it clearly shows a '!' sign, meaning that Vegeta saw the incoming attack but failed to react to it in time, whereas Gero couldn't even notice it and just got humiliated.

Piccolo's expression shows that he tried harder than Recoome did IMO. Recoome got more of a running start. But Piccolo's face definitely shows effort while Recoome is more laughing.

I don't think there's much of a difference, but there's IMO.

Now you're speculating.

Gero was unable to react to Piccolo's movements whereas Vegeta at least acknowledge that Recoome was on the assault. So the Gero gap should be larger regardless of facial expressions, which can lead to false dogma's at best. This pretense isn't reliable because we've been shown scenarios where characters appear strained via facial expressions but the larger context of the scene shows otherwise: such as when Vegetto SSj is attacking Boohan. His facial expressions in one scene make it 'appear' like the gap is close, but in another scene Vegetto is effortlessly blocking all his attacks with nothing more than his legs. The best source to determine anything would be the feats. Which clearly show Gero as being more helpless against Piccolo than Vegeta was against Recoome.

At least Vegeta was able to fight back to a degree that forced Toriyama to draw battle damage on Recoome.

Because Recoome was having fun with Vegeta. Reccome vs Vegeta is a trick fight, just like #18 vs Vegeta, where some people may have the impression they are really close but it's not that right.

Recoome did not strugle at all with Vegeta. Recoome treated Vegeta like a plaything. Just look at these quotes:

Recoome: Don't you have abything with a little more "oomph"? Or do I have to, you know, like, just kill you?
Vegeta: I never... dreamed... the m...mighty Vegeta would be treated like a plaything...

In the Herms version, Vegeta even said he is being treated like a baby.

Vegeta only showed signs of effort when deflecting Boohan's blast. Aside from that, he was only playing with him.

Piccolo on the other hand, was not playing around with Gero. He was serious the entire fight and even when he cut off Gero's arms he had a serious expression

Incorrect.

If you read the Manga you'll clearly see Vegeta screaming or yelling, as he's throwing Boohan into the ground. This is a reason as to why your 'expressions' argument doesn't make sense and doesn't work. There are too many contradictory feats that show that it doesn't scale linearly.

Piccolo was completely non chalant during parts of their bout'. He was too quick for Gero to see. Whether or not Vegeta was treated like a play-thing against Recoome, so was Gero. However, Vegeta was able to follow Recoome's movements during the entire battle. Gero couldn't follow Piccolo. So the gap between Piccolo and Gero is significantly larger.

Expressions are fallible whereas feats are absolute.
