They are about the same power; Gohan said he could do something if he had access to his true power, it implies that Fat Buu ( Initial ) is still a big deal for him.

Gohan doubt his ability against Majin Boo, probably it's enough to convince me that Boo is still the winner.

Context: after Gohan’s unintentional display of power
Goku: “…Am…amazin’…So he really wasn’t just some regular dirty old geezer?...*talking to Kaioshin* ‘Do-dormant ability’…That’s a person’s true power, that they have hidden all along…Right?â€￾
Kaioshin: “Ye-yeah…I-I think so…â€￾
Goku: “Mu-must be…Man, Go-Gohan…Just how the heck much power is he hidin'?...â€￾

So it's just a comparison of how Gohan handles superiority compared to Vegeta?

I think it's more that Gohan doesn't know how strong he is either. If his dormant ability is greater than what Goku originally said, (strong enough that no one can beat him) initial Boo should not stand a chance against him. It seems that his true ability is somewhere in the neighborhood of what he got from crusty Kaioshin.

If you assume that Gohan does know his true power, perhaps we can attribute his lack of confidence to his just general inability to access his power. There are possible other readings of that line. You could, perhaps, say that his statement about "maybe I can do something to him" applies to his current self, and that his victory would be assured, if he could only access his true power.

I think he seems to be thinking his true power is his Cell Games power.

That could be possible, but then that would make Goku a liar, wouldn't it? Even without factoring in Super Saiyan 3.

Although what effect Goku telling him that would have on his estimation of his own power is a bit of a fuzzy discussion.

That one line of his could be taken to mean "it's not hopeless" in the sense that he's got his "true" power (which is >> everyone) hidden away somewhere and may be able to access it somehow, as opposed to "there's some fixed level that I know I have and can try to reach and that would make things look a bit better, so it's not hopeless," if that makes sense.

Edit: p is thinking the latter, everyone else thinking the former, from what I can see here.

Well let's not forget Gohan doesn't exactly know how strong Goku and Vegeta are anymore. In an odd sequence he seems to distracted to really focus on their ki. Talk about rusty huh?
