Turles was shocked at Goku going 30k and rising. 30k was Vegeta's max vs. Recoome IIRC, so Turles probably takes it due to increased physical prowess.

I think Turles wins. There’s room for him to be stronger, since he fought >30k Goku. He also almost killed Oozaru Gohan.
