U9's angel laughing at the destruction of his own Universe

At the end of the episode 98, we see the angel of the erased Universe laughing at this... does this strengthen the theory of Daishinkan being behind all that, with the angels (or at least some of them) being aware of his malicious plans?

I've read that the U9's angel hates his own Universe, which was why he laughed at that. But I could see something else in his laughing, with a certain tone of hidding malice, like if he was aware of something about to happen.

This, also Angels are neutral. They are neither good or evil and they cannot fight anyone except when they train their students. The smile from Grand Priest just confirmed that they're indeed serious on erasing the universes. But that could change once the conclusion of the ToP is over.
