The ToP does not suggest as large a gap between UI over UI Sing as it is now.

Also UI Goku (Current) is very hard and therefore, his blows must be harder than before.

Another important point to emphasize, is that Beerus when seeing UI Goku (Currrent), praises him saying that Goku fights like a God.

Have we ever been told that MUI scales linearly to Base power? I just reread the ToP and it seems pretty clear that he is stronger in the Moro arc.

Goku wasn't able to severely damage or outspeed Beyond Limits Jiren in the ToP, despite Moro being superior in durability to that Jiren as well as Broly (depending on whether or not the movie's scaling applies to the manga continuity) prior to using Merus' power. It's arguable if his UI Sign form is stronger, though his abilities when truly using UI should be far greater than at the ToP.
