He did, as evidenced by the battle royale, but Champa isn't suggested to be on the low tier of the Hakaishin and Beerus isn't explicitly noted to have vastly powered up since then. Champa's still most likely in the top 5 as far as Hakaishin go, only definitely behind Beerus, Quitela and Rumoosh.And don't you think it's possible that Beerus has greatly increased his power since his confrontation thousands of years ago with Champa, to the present?
