To be fair, likely wouldn't be taken into account due to not just not being a fully qualified Kaioshit, but I highly doubt even in retrospect Kibito was referring to the Kaioshin of other universes. There was a 70 million year gap in between the Z-Sword's forming and Boo killing the Kaioshin, after all. Plenty of time for a couple of generations of Kaioshin to come and go.
