In his state during the Kyoto Arc, I'd probably say Okina would lose due to his old age impacting his stamina. If it's a hypothetical prime Okina though or his health isn't a factor, I'd say he'd win when considering he still wasn't a pushover to Aoshi despite not being in the best condition, whereas Usui was swiftly dealt with by Saito.
