How come they were free to do whatever they want during the Saiyan arc for almost a year under the Freeza force?

They probably heard about the dragon balls and waited for Veegta and Nappa to do something about it for a year if it's true at all. Then they learned about their existence on planet Namek which is they went on action.

They weren't. Kiwi said Freeza was annoyed that they were doing their own thing without his permission. The existence of the Dragon Ball was why Freeza stopped caring.

Out of universe, Toriyama retconned them both to be servants of Freeza after he was stopped from ending the series in the Saiyan Saga

Did Toriyama intend to kill Vegeta during the Saiyan arc as well? I think I've read it somewhere.
