I realized something very interesting, Moro could feel the Ki of Yuzun and Vegeta, however he had no way to ensure that Vegeta was in Base state. And thanks to that fight, Moro was surprised at how strong Vegeta had become.

This would mean: Vegeta Base (Post Yadart) > Vegeta PSSJB (Pre Yadart)?

But look at it this way, that would mean that UI Goku (ToP) could very well be just as powerful in both the Manga and the Anime.

Goku and Vegeta were strengthened tens or hundreds of times in the ToP Anime, while they kept their powers in the ToP Manga, therefore: UI Goku (ToP) being many tens stronger than Vegeta SSJBE (ToP) in the Manga is possible.

I remember that in Chapter 49 of the Manga he tells Dai Kaioshin Boo that he can no longer feel his Divine Ki. So I think yes.
