Because Vegeta was too fast for him to reach and also he didn't leave any openings for an effective attack. And Goku was also striked with a ki blast before he could reach Vegeta.

Piccolo, in the other hand, doesn't have any strain, can regenerate and his battle smarts will help him. For instance, Piccolo can do the same thing he did to Imperfect Cell on Gingertown, and then catch Vegeta off-guard.
