That's usually around where I would place him power level wise. Enough for Gohan to hold on, but Vegeta is still in control of the fight.

Because it was the best benchmark to compare Vegeta's power to. No matter how you look at it, Kaioken x5 was out of his reach. In terms of performance, he could barely use x4 and in context, even x2 was but momentarily with his fatigue.
