Considering the hax from Cage of Time allowed him to prove slightly troublesome to Initial Jiren, Base Toppo would get wrecked. Hakaishin Toppo would likely win, but with more difficulty than it took Jiren.

After getting rid of Hit, Jiren said that the warriors he was needed for (while looking at a weakened and injured Goku) were already gone, implying he was needed to defeat Hit (at least, if Toppo didn't use his GoD powers. After all, Jiren didn't expect him to use it).

And to be frank, when I see the trouble that the Cage of Time gave to Jiren (even suppressed), I heavily doubt Base Toppo would be capable of breaking out of it.
