Vegeta already saw it and is going to expect it. It worked on Cell because Goku pretended he was going to blow up the planet.

Goku takes it. Wider moveset and doesn't get as panicky when things aren't going his way. Vegeta not only recognised Goku's talent for power gains, but also his approach to fighting as well as we saw from late Buu Arc.
