Probably Vegeta given how lowly he seemed to think of Dabra. I imagine Cell could land some good punches though.

I also have Vegeta SSJ2 (Pre Majin) a little more powerful than Majin SPC (assuming SPC gets the same boost as Vegeta). However, regeneration and teleportation could make up the small difference.

Vegeta looked like he was going to defeat Dabura very easily, even though the latter has some slightly dangerous magic tricks. Goku also thought that he could defeat Vegeta very easily, but the difference is that Vegeta and Goku have no skill advantage.

I think Vegeta would lose to regular Super Perfect Cell.

At best this would be like Goku vs Cell. Vegeta will lose after a tough fight.
