It depends really. I think it was pretty evident that S17 was toying with the Z Senshi, even SSJ Goku who appeared to be the strongest. Even giving Vegeta a 4x boost probably wouldn't be enough if S17 was serious.

GT SSJ3 multiplier seems to be trash though, nowhere near 4x when even SSJ's boost isn't that much.

I think Vegeta takes both fights. While 17 was stronger than SSJ Goku, he did absorb some energy from Vegeta before fighting him.

Super 17 (Vs Goku) > SSJ3 Vegeta > SSJ Goku > Super 17 (Initial) > SSJ2 Vegeta

I think Vegeta would destroy Goku. There's definitely a gap between them but I can't see it being that big.

I'd probably go with SSJ Goku > SSJ2 Vegeta. Oob seemed relevant to SSJ Vegeta, and we know SSJ2 is a minimal boost in GT, possibly as low as 1.25x.

I have doubts about whether Vegeta SSJ3 (S17) would be stronger than Goku SSJ (S17), since Goku saw how Super # 17 left Vegeta SSJ2 very hurt after giving him 4 hits and even so, Goku SSJ believed that he could defeat Super # 17.

Even at the beginning of the fight, Super # 17 goes at full speed towards Goku SSJ and he dodges him, then he hits him and sends Super # 17 to fly. Later Super # 17 easily hits Goku SSJ, that only indicates that Super # 17 got into serious fighting only when he was outmatched by Goku SSJ (S17).

Nor do I think that the Final Flash that absorbed Vegeta, has strengthened him much, since Vegeta when he launched the attack, was transformed into SSJ, while Super # 17 (Initial) should be superior even to Vegeta SSJ3 (S17).

At least if he knew that Super # 17 had left Vegeta SSJ2 injured with 4 hits. That same Super # 17 was easily beaten by Goku SSJ.

I see no reason to think that Super # 17 started less strongly against Goku SSJ. Considering how much they talked about Goku's tremendous power.
