Well, Hit came out unscatched after receiving a kamehameha from ssjb Goku whereas Goku was in base... Well yeah. They were both knocked out and could hardly get up. If Hit was using another transformation, he would have reverted back to his base form as well. It seems that after Goku SSJB's Kamehameha against Hit in the Fill, they keep fighting and it ends in a draw. The difference is that Hit has these improved techniques, therefore Goku SSJB is stronger than Hit by a difference that is not minor, but not very big. Maybe a 1.1x difference?

I also re-watched Episode 99 and saw that Vegeta upon seeing Hit wanted a rematch and barely became SSJ.
It could be assumed that Vegeta SSJ (Start of ToP) > Hit (Start of ToP) > Goku SSJG (Start of ToP).
Personally, I don´t take that as evidence considering that Freeza was equal, if not weaker than base Goku in the rof arc. lol
