isn't a normal ssj3 4x stronger than a regular ssj so ssjb3 > ssjb

SSJ3 is 4x times above SSJ2, not just SSJ. Also, this is a comparison in between 2 different sagas.

Assuming that Super Saiyan 3 is an 8x boost over Super Saiyan, then ToP Vegeta clearly wins. As a result of their battles with Merged Zamasu, Goku and Vegeta both powered up immensely. Kaioken x10 Blue Goku stalemated Toppo after those events. Within the Tournament of Power, Blue Vegeta was battling on par with Toppo. This would account for a 10x boost on top of how ever powerful Vegeta had become from battling Merged Zamasu.

Assuming that Super Saiyan 3 is an 8x boost over Super Saiyan, then ToP Vegeta clearly wins. As a result of their battles with Merged Zamasu, Goku and Vegeta both powered up immensely. Kaioken x10 Blue Goku stalemated Toppo after those events. Within the Tournament of Power, Blue Vegeta was battling on par with Toppo. This would account for a 10x boost on top of how ever powerful Vegeta had become from battling Merged Zamasu.
