It seems pretty obvious with Whis's statements and even escalation in the arc that Goku trounces Vegeta

Could go either way. Prime Moro on Namek could be beaten with Blue, and Blue Evolved is far stronger than that. Seven-Three is equal to Prime Moro on Namek and Saganbo makes that look like turd soup, but we really have no way of quantifying the gaps there.

I'd say post-Merus training Galu wins. Galu was trouncing a berserk Saganbo who was trouncing two PSSJB tier opponents and both androids no problem, plus Blue Evolved has shittier stamina than Perfected Blue.
