It's possible Popo has a similar advantage over Goku as 50% Freeza did over KKx20 Goku.

Popo does easily avoid him. But he does respect Goku's power as well.

Kame-sennin: “No, they’re not even. Even though he’s been flying around so much, Goku isn’t out of breath, not even a little bit. Unbelievable.”

If you check the fight, Tenshinhan is breathing hard in every pannel, even when he shows his true speed.

There you go. What happened to all the skill talk from Popo?

The issue is Popo specifically references Goku's impressive strength. So it seems to be more of a skill issue than a power/speed thing. So that's why I'm ok with Goku rivaling Popo here and Popo's ease of avoiding Goku has some skill based merit to it.

Also, Cell does a similar thing to Goku I believe too.

Sure, but Goku's power level remains the same as Tien's. Goku is just far more efficient with his movement, his actual power level isn't greater though.
