I have the exact same gap for both fights. 75%.

I dunno, I just can't make that workable if Vegeta is already at 75% of #18. That puts Cell rivaling #18, which is directly not implied.

I'd say weighted Piccolo's gap over Imperfect Cell is too small. Piccolo most likely lost some power after regenerating his arm and on the other hand Imperfect Cell gained power absorbing Piccolo's arm. Yet, Piccolo states he is still stronger than Cell and that is better for him to brace himself:

Context: after regenerating his arm while fighting Cell
Piccolo: “Cell, even if I take into account the energy you sucked from my arm, I’m still more powerful than you. Brace yourself!”

So you can bump Piccolo up to 1,300 if necessary. Do you think Piccolo was holding back against Cell when they fought or no? Also Cell scoffs and says " Do you think it will be easy?".

But read the whole thing. The "Do you think it will be easy" is probably referring to the Taiyô-ken Cell was already planning to use. Right after Cell saying it, Piccolo replies with a "you don't have a chance", to which Cell was like "you are right, I will have to retreat". The "this won't be easy" is clearly not referring to Cell's chances in a hand to hand combat:

Cell only admits to inferiority when Piccolo brings up that he has his posse with him. Piccolo and his posse are the reason he needs to retreat. Cell's response about it not being easy is directly addressing Piccolo's idea of taking him out on his own. Piccolo even confirms that by switching it to him vs Cell to the group vs Cell furthering my point.

But Piccolo doesn't say he will take Cell alone... he flat out says "The first order of business is finishing it off", meaning the group would also be helping Piccolo. Cell's "it won't be easy" is clearly not referring to a hand to hand combat, since Piccolo flat out says Cell doesn't have a chance and Cell agrees with him, saying he will have to retreat. In fact, defeating Cell wasn't that easy, even if Cell didn't engage into a hand to hand combat at THAT moment.

Agreed, I think you are right here. I still don't think that Piccolo can easily take out Cell. Unless you think he was holding back a lot against him before. Cell gave him a run for his money.

I have post arm absorption Cell at 91% of Piccolo post regeneration [weighted]. Still enough to win without problems even with the weights, in a similar fashion Vegeta did to Zarbon.
