Which fight had the greater power gap ?

I would say they are simillar to each other. In both cases Vegeta could fight back, cause some superficial damage

About equal to me. Once both Recoome and 18 got serious, the fights ended in a similar amount of time. Recoome was toying with Vegeta which made the fight look closer than it should have been. 18 went on the defensive to wear down Vegeta's stamina, and as soon as she did, she pretty well two-shotted him. If anything, I'd be willing to say that Vegeta vs 18 was closer due to Trunks thinking Vegeta was holding his own.

The Recoome fight didn't seem like he was toying too much. After the Final Crash, he said that was enough warming up for him and then he really began beating Vegeta's cheeks. Nothing Vegeta did after that point really amounted to any damage, even when he seemingly caught Recoome off-guard (like jumping out of the lake).

Not so much toying, but he definitely wasn't going for the kill by any means. He was taking his time with Vegeta.
