It's almost like KK Kamehameha has no amp...Ki amp multipliers are kind of inconsistent. If Goku's KHH was a 2x+ multiplier for example then there is no way 50% Freeza would have been able to block a KKx20 KHH.

It’s possible other blasts would have negative amp as well. Kamehameha may still be his strongest attack.I've always seen it as Kaioken already exceeds the amplification of the KHH, so it doesn't gain an additional boost on top of it. You can ask why Goku would use the KHH over a regular ki blast, but the out of universe answer is because it's his main technique and is far cooler than a generic blast.
Which implies negative amp lolA regular blast would be like trying to punch the GG away. It doesn’t represent all his power like the Kamehameha does.
